It seems this way because the rock/pop musical rhetoric tends to over simplify all of these concepts. We're used to hearing everything in a straight, well-grounded 4/4, or 3/4 beat, with 3-4 chords, and songs where you can easily predict what the next chord/note will be, or when the chorus is gonna hit.
Jazz forces the listener to listen,
actively listen, and recognize complex patterns and organizations, and try to understand the themes which they convey. A lot, but not all, of rock/pop-oriented music relies on words and simplistic structure to tell the listener what the theme is, rather than have the listener use their own imagination, or powers of creative interpretation.
