Having not heard this quote before, I'd imagine it could be re-written as:

Anything which been given a NAME which is too complicated for people to SPELL, may have an UNDERLYING CONCEPT which is too complicated for people to properly UNDERSTAND. If the full concept is too complicated for people to understand properly, then its unlikely that anybody will be able to use this same concept to do something which actually works.

I suppose this would particularly apply to a lot of advanced scientific, philosophical or political ideas. If something sounds complicated then this is one reason for you to think that it might be too complicated to use.

It also would have been a better quote if it had been "If you can't spell it, it won't work".
