I think it's just a play off the song title, which seems to refer to someone always looking on the bright side.
In the skit, the guys were going to hear a joke, but the other guy says that his grandmother died... the dude asks what age she was, and the guy says her birthday would be coming up soon... so the guy, being a bright-side kinda guy, remarked that at least he wouldn't have to buy his grandmother any presents.
Hence, seeing things on the bright side.
The humor comes in the fact that it's totally inappropriate.
