Default Eugenics and the 21st Century

After having seen Plankton's post about the morons around them in the Bitch Box, I was reminded of a concept dear to my heart: selective breeding based on physical and mental traits, otherwise known as eugenics.

Imagine a world where people with undesirable traits were not allowed to procreate. (Especially here in the 21st century, where stupidity seems to be everywhere.) Personally, I have realized that my own genetic makeup is not suitable for breeding (furthermore the thought of children makes me want to vomit - I would rather be cut from end to end and be thrown into a pool of rubbing alcohol than put up with pregnancy, labor, childbirth, and parenting) so I've made the conscious decision to never procreate.

Imagine what would happen if we could eradicate blindness, for instance. Or severe developmental disorders. All humans with these genetic traits would be barred from procreation, and within a generation or two, certain genetic mutations would be extinct.

To some people this sounds ludicrous, insensitive, discriminating, and even heartless. To others that are aware of human suffering due to their parents' lack of rational thought, this might seem like a solution.

If you were in charge of deciding who could and could not breed, what regulations would you consider to be most important? (e.g.; people born from a long line of drug addicts, people who can't pass a basic spelling test, etc.) How would you shape humanity to be absolutely ideal?

Also, there's a poll: Do you believe that some people are absolutely unfit for breeding?
