Yes, it is to boost their sales probably.
That's because the bitrate of an mp3 downloaded from iTunes is significantly lower than the bitrate of a prerecorded CD, so yes the sound quality isn't as good because there is less audio data. 256 kbps is the current standard for iTunes mp3s while prerecorded CDs are 1,411.2 kbps.
