Album sales are counted by how many the record company sells to distributors and major companies directly, not by how many are bought in shops.
If Samsung buy a million copies and they only sell one it's still classed as a platinum album based on the record company selling a million to Samsung.
What happens to the other 999,999 copies is Samsungs problem.

I just read an article about this explaining it a bit more. They have to purchase the album for 1/3 of the Suggested Retail Price and Billboard currently does not recognize bulk sales which are then given for free. They only count Retailers that purchase in bulk with the intent of selling it.
Even after all of that is sorted out he still has to wait a month after the release date for RIAA certification to classify it Gold or Platinum depending on sales from retailers.
