That might be true when it comes to picking mods, but as we're concerned with journal entries, journal approvals often seem a real secondary responsibility for the existing mods. By having a dedicated 'journal overseer' the responsibility is removed from the mods and entries are quickly approved. The journal overseer would also have the power to remove any spam and the odd non-desirable entry that can sneak in as well.
But I should point out that Goofle was extremely helpful today in arranging a problem with my journal.
