I think "over-rated" there at least three ways a band is considered over-rated in this thread:
  1. Over-rated by mass media.
  2. Over-rated by fans.
  3. The poster doesn't like them.
1 can be music critics, or the ever presence of the particular artist/band on radio, TV shows, cable music video channels etc. 2 can be fans in general, or someone the poster knows. 3 obviously the poster doesn't like them and is venting, sometime not just at the band but also the band's fan base. They are the reason behind why a poster will state why such and such a band is over-rated.

It's more than just popularity. If someone is calling out a band for being over-rated it's because he/she is going against the opinion many people take that an artist/band popularity equals their greatness, & vice a versa.

I love U2 but imo I feel the material they've in the beginning when they were virtually unknown was better than what was when they were an arena concert band. So I agree with some of what Paul has said, but still it doesn't make a difference for me. They still one of my favorite bands.
