There should be strict regulations on abortions, but they should be legal in general. Maybe put a cap on how many abortions an individual can have performed on them.
Simple solution to cutting down abortions is holding oneself responsible by making sure you're as protected as possible (if you don't intend on having a child, obviously). There will be varying instances where this isn't an option (like being impregnated via rape), but I'd wager a guess that a fair amount of couples/women getting abortions were just lazy during consenual sex.
