Idk if it's the best but for me 'Civilization' is one of the best games ive ever played..
I didn't grow up with a computer so i missed out on alot of good Sim games but thankfully Civilization crossed over to gaming consoles and i got to play it.
ive played it in 3 different ports, in the Snes, in the DS and in the Ps3 and every version varied a little but it's still followed the original concept..
