Also I know they're not a punk band, but AC/DC has consistently put out great songs with the same song structure for decades. So it is possible to still be great and not have much variety.

Honestly Black Flag are the worst example you could use when talking about cookie-cutter hardcore bands. The early stuff sure, but it was original at the time. Once hardcore started getting stale and infiltrated by uberviolent neo-not-actually-nazi ****heads Black Flag and several other bands started branching out. Have you heard anything from their later discography? They have a few releases that might as well be avant-garde art rock.
