It's not unthinkable, just unlikely.
And you ignored the part about environmental factors.
Plus we don't even really know how to define intelligence or how to really measure it.
We could also argue about whether only some races have a soul. We wouldn't really have much to go on and the motives of someone arguing in favour of this hypothesis would be highly dubious.
