I'd say Cowardice is a lot more bass-heavy, and a lot closer to conventional dub reggae in sound. Veneer on the other hand still seems to me to have dub at its core, but focuses a lot more on the atmospherics and isn't quite as rhythmic - it's a lot more noisy and anarchic.
They're both pretty fantastic albums, but really different stylistically when you line them up side by side. Anyone who's into any of Mark Stewart's work should definitely check both albums out if you ask me.
