Well as a pet owner, I would take a cat to the vet if I saw it eat a rubber band, but if it's already hanging out I would wait to see if it can pass it. I mean it's half out. If it made it through their entire digestive system and made it half out their ass already I would guess they are probably capable of passing it. It's a floppy robber band, not a safety pin.
