I just didn't have the card on me. Maybe I should tell the prosecutor that my wallet got stolen and I got pulled over the day I was going to the DMV to get a new one? Do I have a good shot in getting this tossed? Paying $180 just cause I didn't have my license on me one day is just crazy unfair.

Sorry bud, but there's not much you can do to fight it. You broke the law. You can, however, see about getting it reduced, depending on the prosecutor handling the case and your previous driving record.

That is the exact violation, you're required to have your license at all times whilst operating the vehicle. That was taken from the
NY State General Statutes, sub chapter Drivers License, sub chapter Violations.
Do
NOT lie to the DA about your wallet being stolen. If it's found out otherwise, you can be charged with attempting to defraud the State of New York.
