If you have a backyard with a wooden fence, install gates into your neighbors' yards. One gate for every neighbor (2 neighbors = 2 gates, 3 neighbors = 3 gates, 4 neighbors = gates). If they ask you why, just tell them they're emergency hurricane/tornado/earthquake/tsunami/etc evacuation routes.
