Because Tommy was taken and the general consensus across the internet (except Rolling Stone, but I've mentioned their insanity) and its users is that Quadrophenia is better. I personally agree. Tommy's great, but Quadrophenia is astounding. Besides, just because something's the first rock opera, that doesn't mean it's the best.

EDIT:
Power Pop, heavy psych, pop punk, and riot grrrl deserve spots. I can write up a few suggestions for a riot grrrl one. I went through a bit of that during my fourth grunge phase.
