No, it's about the notion that The Batlord would have created a similar faux pas (reasons not disclosed explicitly, so it's up to the user to inerpret the meaning here). The mod who banned him is not considered in this particular allusion. The Batlord gave **** to JWB for getting banned, and now Batty has suffered a similar, albeit 24-hour fate.
