I really couldn't vote. Both have done some brilliant material, both are extremely inconsistent, but their music is so different that it seems a very odd pairing for a poll.
For the record, I have only one Springsteen album (The Rising) and no Neil Young albums, though I do have Deja Vu and I think his contribution to that is one of the high points.
