Yeah, funny. It is not about when a group released an album, which was successful, but a whole period which a group was successful, popular etc. So it can be a number of albums during a particular period. Guns and Roses was successful not only during late 80s, but also early 90s. It was continuous.
Mazzy Star is specific, different in many respects. First of all, they did not release an album in 2010, but 2013, which was a great suprise, anyways, but their music comes (and sounds) like their 90s albums (mostly) because they do have lots of unreleased material from that period, which was included in their last album.
If they were successful, however, in "2010", yeah, they could be called a "2010" group, but their success would have to be comparable to their 90s albums. And this is really hard to repeat, almost impossible after so many years.
