Based on what his advisers were telling him Kennedy could have decided against carrying out the operation. He was under no orders to insure that Eisenhower's plan be carried through. In the end, as the acting commander and chief, he OK'd the final version of the actual military operation. The operation that failed miserably.

I think this quite clearly details my thoughts on the Bay Of Pigs. I'm by no means a Kennedy apologists. He made plenty of bad decisions in office. I blame Nixon/Eisenhower/CIA for their abuse of power when we are discussing the Bay Of Pigs however. Nixon more then anybody hashed this plan out along the CIA and sadly enough didn't pay for it with his political career.
