In Western culture child rape is both viewed by every Church and Christians of every denominations as immoral and by the State as illegal. It is in no way the cultural norm. However not being the norm, it is still a major problem (from what I've read) 4% of the male population are pedophiles, statistics vary. How big the problem really is uncertain, especially if you include poorer countries in eastern Europe where pornography and human trafficking is a serious problem. Not to leave out any concern for Asia and other places where it is also serious problem.

The Catholic Church is against child rape. I am certain the Catholic Church wants absolutely no pedophile priests within the Church. They are fighting the bill because it would extend to cases where they feel they can not defend themselves where the allegations are false, and while on the other hand public institutions do not have the same accountability because of SoL. The Catholic Church has worked in the pass with authorities on the matter, and still works with authorities now.
