believes. If my neighbor, Joe Smith, believes that he's Napoleon, he's not lying when he says, "I'm Napoleon." If he doesn't also believe that he's Joe Smith, then he's lying when he says, "I'm Joe Smith." Lying doesn't hinge on what other people believe is true.
It also surely ignores that truth value is a judgment about the relationship of a proposition to states of affairs, and such judgments are necessarily perspectival and interpretational.
