It's ridiculous based only on that information.
For one, it's not as if the government only employs what I'd consider the proper semantic context for claims of racism.
Two, it's not as if someone is guilty just because they're sued or charged with something.
Three, there are situations like this where someone is responsible by virtue of being a business owner or officer, where they may have had little idea what was going on (even if that shouldn't be the case).
