I don't think that you should have to check if a shop, or a bar, or a pub, is full of smoke before you enter it (for fear of being choked to death) - because there shouldn't be smoke in there in the first place (unless someone's having a barbeque in the back garden!!). And it's a fact that buildings in which people smoke heavily need cleaning and decorating more often than ones that don't. So it costs money, not only to the smokers themselves, but to the people who own the buildings that they spend time in.
