Are you talking Tuskegee? Because that was non-treatment of people who already had syphilis, not injecting subjects with syphilis. The only thing that the subjects were injected with were placebos that they were told were treating syphilis.
Unethical as **** but no STDs were injected. Xurtio already went over this.
