Look at the 2015 breakdown and tell me you don't understand why more black people are getting stopped. I'm not saying there isn't any racial bias in police actions, there are bad police officers just like there are bad individuals in every field. If you are trying to say just because there are more crimes in the area that people should be randomly stopped more then that's a horrible argument. Stop and risk is ineffective. All it does is pad the numbers for the amount of arrests that cops pull in for minor things like public urination, littering, etc.
