The reason he doesn't do it is because he is a republican and unafraid to let people know. Bowing to the Queen could be seen as dishonest by his supporters (if they'd care at all), many of whom are republicans themselves.
Besides, the media "outrage" generated by this is just free
PR for the republican cause. The tabloids and Tory newspapers will try to turn anything Corbyn does against him, while his supporters will interpret it differently. This is a politician who sets principles before his own palatablility, at least that's how I see it.
And to be fair, I wouldn't bow to the Queen either.
