Many of those senators will be up for re-election next year. We know that one of the biggest reasons Trump won was because of his promise to repeal and replace. If you are a senator who represents a state that voted for Trump, you don't want to vote against his promise because it could piss off enough people that you could lose your seat next year.
Pure politics.
