I think people just confuse the trend for a rule. It's useful to use that definition when writing esoteric papers on class and racism, because it takes away the need to waste a bunch of writing on qualifiers. That doesn't mean that interpersonal prejudice is invalid as racism because it isn't directly driven by systemic racism, minorities just experience more racism because the systemic element is not in their favour.
