I don't know how they operated before the internet. Probably with a brick and mortar office, like any other organization. They have an address listed in Washington D.C. And easy travel between European countries is a good thing. I was sharing this as an option for people whom have been denied a passport from their government. A way to bypass unjust restrictions.
