It depends on what you consider heavy metal. You could argue it was Link Wray and the Ray Men from 1960. Also, Led Zeppelin released their first album in 1969.

I guess it could arguably be Blue Cheer's Vincebus Eruptum from 1968. Their version of Summertime Blues has to be considered Heavy Metal, don't you think?
