It was both. Ultimately the gov could take control of whatever it wanted, but the policy was definitely to leave businesses to thrive or fail as they should, as propping up the weak was anathema to the Nazis. They basically had the same philosophy towards business that you do, barring their obsession with the state. So, again, it was both.
