Is it even safe? I mean I know rare steak is safe because the bacteria is on the surface which you kill with two seconds in a blazing hot pan but with ground meat the surface area is everywhere.
Surely you would need to get it to a high temperature inside to ensure it's safe meaning it would be cooked anyway and not rare?
