By whoever wrote the report. You only use that kind of phrasing when you're trying to point fingers. Mostly black? Maybe there were seventy percent black. Mostly Asian? Mostly Autumn?
(Proghead joke nobody gets) - I just think why did they need to point out the ethnicity of the perps? Why was that important? It sends a subtle signal to readers: those dirty Asians! I knew it would be them. Subtle, and very dangerous. In my opinion.
