The same as New Vegas, only with no iron sights, less crafting, a non branching story, a vast amount of enemy/NPC spawn points, and unlimited random encounters and thus an endless amount of NPCs to kill or mez and build settlements with. Once you clear out the game map in NV, and exhaust the set amount of special encounters, very little ever respawns, usually only in interior cells, leading to a world that gets hilariously empty before you can even get any real use out of the top tier weapons. Fallout 3 has a more engaging aesthetic, and an actual reason to load up your high level characters, crank up the difficulty to the max, and head back out into the wastes to see how many albino radscorpions and deathclaws you can beat to death before eating it.

Plus, since Fallout 3 has unlimited "good" NPCs, you can actually play as a raider/evil character without having to kill unique NPCs, and/or running out of people to kill.

I'd say both are equals, just with slightly different pros and cons that give each a unique flavor, despite the asset sharing.
