As much as it might be difficult for you to understand, you have to try and place yourself in the position of people who might not think like you, or have very different considerations (for one thing, never forget that you are a male and therefore immediately in a more privileged position). In the case of Louis C.K., as was widely covered, the women involved were mostly aspiring comics like himself who looked up to him and were probably reluctant to jeopardize their careers by speaking up or declining his "request". After all, he was and continues to be a powerful white man (probably with a team of very good lawyers behind him) meaning he was not just a random stranger on the street asking if he could masturbate in front of them. Most probably if that was the case all of them would have acted like you describe above.
