That's not really a meme, if anything it's a reference. Structurally, it's similar to an "image macro" of the late 2000's, as it's a still image with a captioned by text, however as the text is not parodical nor edited, this makes it a simple visual reference. It's "virality" could qualify it to memehood, as memes and memetics deal solely in nature of the content's exchange in a culture, but seeing as this is the only time I've seen it used I don't think it qualifies as such.
