I hear you but it is just as much a problem with capitalism as it is one of policy and lack of funding to mental health and rehabilitation programs.

Most people just sneak it anyways. At the airport where they stock the mini fridges with food everybody was always taking those little bottles of liquor home on Fridays. Which is actually extremely illegal beyond the rules of a job since it's at an airport.
