I misrepresented the situation. I was sending the emails as per protocol, the instructions for the project stated to offer help to others once you've finished. Our department is rapidly expanding thanks to gavin's new budget, so I'm definitely not concerned about layoffs but regardless I know to keep my head down. Mine is a good problem to have I suppose, I'm sure there will be a time when I wish I had nothing to work on.
But OH re: your recommendations I actually did just join two internal committees that involve a lot more public outreach and self guided projects outside of my job description so really I just need to make it through what is apparently the slow season.
edit: also i have a volunteer orientation this weekend at the local rape crisis center. i guarantee you my next bitch in this thread will be about how i have no free time.
