It's not the shelter's fault. They work with the reasources they have. The animals are sent there cause there's nobody else willing to take them. And they get sent way more than they can occupy.
It's society's fault for insisting on having pets but not properly managing them. Everyone who owns a pet is complicit.
And no kill shelters also kill. They just have a "quota."
