Biden threatened to withhold billions in military aid over that prosecutor Viktor Shokin's supposed lack of action in regards to investigating corruption in Ukraine, but Shokin claims that he was actually starting to make progress and was only fired because Biden didn't want him investigating Burisma. So you have two different stories, and the question of whether or not Trump's phone call vs what Biden tried to do were comparable was actually discussed during the Friday testimonies and is a point of contention.
