If you listen to Carter he was saying how Reagan opposes this and that. Reagan said he didn't so much opposed as he preferred another bill. It's all political rhetoric, and nothing to hang you hat on. "There you go again" is more like saying to Carter you are not going to define me or my position. It's like calling his bluff -- his political rhetoric bluff. That why Reagan looked like a stronger candidate.
