Well, it’s not as effective as it could be simply because they
haven’t updated their very old systems, so there’s a kernel of truth there.
It’s an old GOP trick: defund and generally screw up the system
from within and then get rid of it because it isn’t effective or doesn’t work at all.
That’s part of the reason you’re seeing the dismantling of various governmental areas with these people.

So in fact worse than I thought, rostasi. As the US heads into a health crisis that no-one can see the limits of, the chance of getting clear info and guidance has just disappeared. It's like putting on a blindfold as you head out on to the freeway...
