I don't know if that's true. Democrat presidents have done plenty of things that could be considered undemocratic (the bigggest example off the top of my head are the Japanese internment camps that FDR set up). Just because a president is a Democrat doesn't mean that every executive order they issue or warlike behavior they engage in is suddenly an extension of the Democratic will of the people. Limiting the power of the presidency would be meant to prevent executive overreach of power, whether said President is a Republican or Democrat.
And I think, in strict terms, America has elected more Republicans than Democrats, if we're starting the count from the right place (Democrats beginning with Andrew Jackson and Republicans beginning with Abraham Lincoln).
