If you have fruity loops you can use the Edison plug on to get that effect for sure. It lets you add a reverb to vocals and edit the delay for it. Convolver will let you do it too and do it live. You gotta find the right kind of reverb in the settings but Convolver lets you delay the reverb and stretch it out like that.

Or you could use Edison to blur the vocal you want reverbed like that, then add a super long reverb to that and add it as it's own sample.
