I don't know what you mean by this.

Opiates are not available in over the counter drugs. They are available in prescription drugs. These addictions are largely fueled by pill mills where shady doctors sell scripts to drug dealers. When the pill head can't afford oxy anymore they turn to heroin.

In West Virginia, for example, there are basically no pill mills. There are strict laws around prescription drugs in the state to combat the epidemic of pill use. The biggest state for pill mills is Florida where the laws are more lax. At least this was the case when I lived there. We literally had dealers from WV driving down to Florida to get their supply because the demand for pills up there is so great and the supply is so limited.

This is my point. If you are saying it wouldn't be concentrated in one area, I gave you multiple examples where it is, and for varying reasons.
