Yeah, that's me trying to do too much at once. They aren't over the counter. I meant they're available at pharmacies which I'm mentioning here because they're essentially operating on corporate supply chains - probably one of the most hyper-analyzed parts of corporate life. They'd distributed very efficiently.
As for what I mean by "it wouldn't be concentrated in one area" I mean OH's argument seemed to suggest the decision was made to put a clinic in an area where there are more junkies. That doesn't add up.
More people? Sure. But the idea that one area has more junkies than another - inherently - doesn't add up.
