I'm sure you could make it competitive since even the guidebooks explicitly state that their rules are to be ignored if that's how your group wants to play but it is not a competitive game. It's a cooperative game. The person hosting a game is the one who plays as any enemies and the actual players are all in a party. There's a storyline decided by the host who reveals it as the players make their way through and there will be some end point, but there isn't some predetermined victory condition like a board game cause D&D isn't a board game. It's a roleplaying game.
