I bought the Ramones debut album shortly after it was released and the first thing that jumped out at me when I listened to it was the obvious (at least to me) influence that 60's pop had on the band. Especially the girl groups like the Shangri-Las and the Ronettes. I definitely think the Ramones fit into the pop-punk category as well as punk.
